City of Steamboat Springs Senior City Planner Jonathan Spence confirms that the development permit application for Ski Time Square is moving through the process and Atira Group has received a Technical Advisory Committee (TAC) letter outlining concerns and issues city department heads may have with the project. “In terms of numbers, they weren’t many issues, but the items in the letter are kind of a big deal. Other than that, they were fairly on target,” Spence said. The TAC process allows department heads to analyze the plan in terms of things like street width, emergency access, soils reports and drainage, among other considerations, before the permit application begins the public hearing process. “We hope to have this in front of City Council in October,” Atira’s Vice President of Development Mark Mathews said. The buildings being planned for the redeveloped Ski Time Square comprise just over 663,000 square feet including parking. Atira has established a working relationship with the existing council, Mathews said, and part of the motivation is to have the project reviewed before the November election. The two sticky points, Spence said, include providing access to a pair of neighboring privately owned parcels. They include one owned by Steamboat Springs contractor Jeremy MacGray, and a second, the existing Ski Time Square Condominiums. During the conceptual review, the city was hoping the developers would build a looped road through the project to replace the existing dead-end road. However, the city has since agreed that a looped road is not a necessity, Spence said. City staff still has little enthusiasm for a circular entry turnaround at a port cochere in front of one of the buildings. Mathews said the use of 3D modeling expedited the TAC process with city staff. “It allowed them to give feedback that was very specific,” he said. Atira is seeking a 10-year vesting with project approval. That would give the developers a decade to build and obtain the final plat for the project. |
